自願減碳見效工業局將開發新技術

【台灣醒報記者許嘉琪台北報導】「自願減碳」成果豐！經濟部工業局2005年推動「產業溫室氣體自願減量」，至今已累積減少了1,334萬公噸的碳排放，相當於台北市1.5年總用電的碳排放量。工業局副局長游振偉表示，目前低成本的減碳工程都已完成，剩下難度和成本高的，為此工業局將進行新材料和新技術研發，降低減碳成本，提高廠商配合意願。

工業局自2005年起推動「產業溫室氣體自願減量」，挹注資金和節能減碳技術，輔導廠商提升能源使用效率，根據統計，到今年為止總共累積減少了1,334萬公噸的碳排放，相當於台北市1.5年總用電的碳排放量。

不過這幾年來，自願減碳績效卻有下降的趨勢，工業局永續發展組科長潘建成表示，投入減碳對於廠商有利，能夠因此改善能源使用效率，降低燃料費。但是在這之前，必須先花一大筆錢，汰換舊設備和建置減碳工程。

依照過去的輔導經驗，兩年內可回收的減碳投資廠商都願意去做，但若是回收期超過兩年，廠商就會卻步。潘建成說，「自願減量」計劃已經實施了好幾年，成本低的工程幾乎都已完成，剩下的都是成本高的，也因此這幾年的自願減碳件數也所下降。

游振偉表示，會積極進行新材料與技術研發，降低減碳成本，也會投入4000萬的輔導經費，提高廠商減碳意願。為了因應氣候變遷和減碳趨勢，許多產品不斷進行技術改良，帶來了新商機。

工業局技師溫淑媛舉例，全球暖化的高溫環境下會加速水泥風乾，而新研發的「墁砌水泥」保水性優異，不易龜裂，在製作工法上也能減少16%排碳量，預計將能成為水泥用材的新趨勢。

中國附醫與全國律師公會跨界合作開辦「醫療法律課程培訓專班」簽約

中國醫藥大學暨附設醫院與全國律師公會跨界合作開辦「醫療法律課程培訓專班」，4日上午舉行簽約儀式，李文華校長致詞表示，開辦醫療法律課程能增進法界與醫界彼此的瞭解、建立互信，有助於疏減醫療訴訟，增進和諧的醫病關係，堪稱是醫法合作的新里程碑。

李文華校長表示，法界的司法官和律師朋友都是博學多聞，醫師的專業水準與世界同步，中國醫藥大學附設醫院秉於「以病人為中心」理念，尤其重視醫師的醫德與人品。可是難免發生醫療紛爭，由於醫法彼此認知的專業有落差，在判斷醫療糾紛時會出現分歧，對此，法界與醫界的相互交流增進彼此瞭解與互信，是相當有意義的事。

中國醫藥大學附設醫院周德陽院長表示，醫法跨界合作開辦的「醫療法律課程培訓計畫─醫療爭論與案例專題學分班」，目的在於增進和諧的醫病關係，將由不同科別的醫師授課、律師上課的互動式學習模式，貫穿「醫學基礎」、「醫事法規」、「醫療鑑定」等專業，探討醫療訴訟實務與新醫療科技等醫療法律議題，推進醫療界與法律界的交流與合作，開拓不同的專業視角，培養執業律師跨領域專業，有助於疏減訴訟，共創雙贏。

中華民國律師公會全國聯合會紀亙彥理事長表示，為加強醫療與法律的交流合作，實現醫、法、學界聯合辦訓，將有助於提升執業律師處理醫療糾紛案件之專業能力，完善醫療法律服務產業之實務經驗，促進良好、平衡的醫病關係，以開拓律師服務市場之新局。

中國醫藥大學暨附設醫院與中華民國律師公會全國聯合會及中彰投律師公會跨界合作，將於今年九月起開辦「醫療法律課程培訓計畫─醫療爭論與案例專題學分班」，預計招收60名律師；六月四日上午10時在中國醫藥大學附設醫院癌症中心大樓一樓階梯會議室舉行簽約儀式，由李文華校長、周德陽院長與律師公會全聯會紀亙彥理事長及台中律師公會張績寶理事長、彰化律師公會邱垂勳理事長、南投律師公會常務理事黃文皇律師等人代表簽約，江宏哲副校長、陳悅生院長、廖世傑主任以及中部地區醫法界的貴賓受邀觀禮，會場交流互動熱絡。
